DC Fast Charger Mobility Hub: Winter Park Case Study
Optimus Energy Solutions (OES) partnered with the City of Winter Park to bring a DC Fast EV Charging hub to the city’s main Park Ave retail and commercial district. These seven (7) DC Fast chargers provide the ideal charging speed for the dwell time of vehicles visiting the area. These chargers went live in July 2025.
Winter Park City Commission voted unanimously to work with OES to bring this value-add amenity at no cost to the city. In this arrangement, the city provided the parking spaces for the EV chargers; OES covered 100% of the installation construction costs, and pays to operate and maintain the stations, while charging market rates to drivers for use. The stations are available to all users and have multiple plug types to service all electric vehicles on the road.
Due to significant coordination between Winter Park, Winter Park Electric, and Optimus Energy Solutions, these chargers were live and available for use within three months from contract signing. In the first month of operations, station utilization exceeded the highest end of our assumptions, seeing upwards of 30 charging sessions per day. This clearly demonstrates that demand for these stations is robust. The chargers will remain active for a minimum of 10 years, with hopes that they are there for the very long-term.
Beyond the new mobility hub, OES has been worked with the City of Winter Park since 2021 to ensure city-wide charging. OES owns and manages over twenty Level 2 Charging stations at 10 locations throughout city properties, including the Winter Park Library and Winter Park Utilities, which uses the chargers for their municipal fleet charging. This ‘hub and spoke’ model ensures charging infrastructure is available for short or long dwell times and serves as many as 29 cars at any one time in the city.
Both parties are actively seeking opportunities to expand the partnership to ensure leadership in charging infrastructure, constituent service leadership and market-based solutions. This program was and is not dependent on grants or tax incentives, rather through pure market forces.

How It Works
In this program, Optimus Energy Solutions:
Pays 100 percent of the costs of charging stations, networking, operating expenses, electricity, maintenance and repairs for the life of the agreement.
Makes a contribution, determined on a site-by-site basis, towards the electrical work needed for charging.
Ensures 95 percent uptime annually across all charging plugs.
Handles all permitting and implementation of the chargers.
Offers limited revenue sharing with certain term-length agreements, allowing you to generate revenue without capital investments!
